Abstract

Pakistan is at a critical point where fast urban growth and increasing climate risks require a quick shift to sustainable construction practices. This paper looks at the environmental issues, policy frameworks, material innovations, and social and economic factors affecting the construction sector in Pakistan. It highlights how regulations like the Building Code of Pakistan (2021) and the Energy Conservation Building Code (2023) have developed, while also examining the gap between policy creation and execution.

Drawing on an extensive literature review, this study employs the Triple Bottom Line framework—encompassing environmental, economic, and social dimensions—to evaluate integrated development pathways and examine innovations in low-carbon and bio-based materials

The findings show that addressing institutional, economic, and social barriers through effective policy enforcement, green financing, and capacity building is vital for changing Pakistan’s built environment into a sustainable and resilient system.
