Abstract

Cyber sovereignty and artificial intelligence (AI) have emerged as central pillars of international relations in the digital age. Cyber sovereignty, denoting a state’s authority over its digital space, increasingly intersects with AI technologies that transcend borders. This research investigates how cyber sovereignty impacts AI governance, global security, human rights, economic competitiveness, and geopolitical power dynamics. Conceptual frameworks, national strategies, international law implications, and policy responses are analyzed. Emphasis is placed on the tension between state control and transnational AI innovation, highlighting the challenges in harmonizing sovereignty with universal digital rights. The study concludes with policy recommendations for balancing national interests with international cooperation in AI governance.
